    I found an area in the sewers (Financial district IIRC) while I was just randomly roaming around looking for collectables where there was a flooded area you could not enter until after you turned two valves (located on either side of the flooded area). Nothing of real interest in it though, Made me wonder if it was for something that they either decided not to put in the game or has yet to show up.

    It's hard to tell with this game..They could be part of some sequence to unlock something on the other side of town.. or it could unlock some door or bring down the water level if you do them in the right order..

    They could be just one part of triggering a hunter or rogue spawn also..

    Ah, now, I can help you with this one as I found it on my travels before I reached the subject of my original post. Once you've lowered the water and gone down the slope go to each end of the bottom corridor; beyond the bars will be one of those yellow boxes up on the wall. Shoot them at both ends and low and behold! a less than mediocre loot room is revealed.

    There are two power boxes you can shoot down there that opens a door...
