    nothing like when the same faction or an enemy faction happen to be in the area.and join the fight. It's a mad house. Head on a swivel with no radar. Streets are a dangerous place on heroic

    I agree it's way harder now. I went to a control point, cleared it and before I could refill ammo and call in reinforcements, not 1 but 2 fresh groups of enemies swarmed the place, complete with yellow level bosses. The second group just spawned already in the place! Just popped right in like I never even cleared it then first time! Needless to say, I died, got angry and switched to Doom Eternal, because once those ********s are dead, they're D.e.a.d. None o this 'cleared but not really, ha ha!' stuff. Can you change the difficulty settings?

    As Im reading through this I begin to wonder what is supposed right state because what you are describing here I have since WONY launched, well me and at least couple of others as there were already same discussions on these forums. With little response and vids on yt showing different enemy compositions I guessed it was not like this for everyone but now it appears to be spreading.

    However on my side it was never limited to heroic or only Public Executions, on both Challenging and Heroic open world I have full elites (tankier than in missions of same difficulty) in every activity except sometimes supply drops, generic patrols and of course bounties as those still stick to they own difficulty.

    Since Public execution gives you an additional bounty each time (since intel is gone and if you saved both hostages), i'm ok with a bit higher veterancy, than normal activities. But 90% elites and other 10% veterans - it's a bit too much.

    No, we are not. Should you make minimal effort and read some posts here instead of making elitist reply to title you would know we are talking about difficulty discrepancies within same setting.

    When in solo Heroic in missions you hardly ever fight more than 1 elite at a time and rest are vets and reds but in open world every activity throws at you only elites that are even tankier than same elites in missions then don't you think there is something off?

    Heroic world setting changes the enemy party composition. It is rare to see red bars in heroic world.

    The difficulty is the same. It’s just that in mission everything is scripted, known, controlled, safe. The OW is unpredictable so it’s harder. In TU7 you came out a heroic mission and walk around the OW slaughtering NPCs, even heavies.. It was jarring and comical. I was like WTF is this? You turn the difficulty up to heroic, guess what it’s dangerous. That cleaner patrol, you better setup from a safe vantage point from the rush . That outcast patrol you better prioritize targets and ambush. . That CP4, you better clear out that group near that CP first. On heroic thought should be given to every encounter. and things should be able to go bad if you don't stay ahead of events.

    Heroic isn’t, and shouldn’t be for everyone.

    It maybe "Dangerous" but its not fun.
    Fun means you should have an equal amount of power as the enemies.

    For players, we only get 1 option. You either have High Weapon Damage, High Skill Damage or High Health.
    Enemies, they get everything

    High Weapon Damage + High Skill Damage + High Health.

    The problem is the game lost whatever little fun it has. This whole "Tier Skill System" needs to be thrown out the window.
    Instead Skills should only use Mod Slots and Have each mod give a unique modifier to skills.

    One mod that lets your assault turret shoot down projectiles
    One Mod that Lets your Striker Drone that causes armor damage against enemy increased by 30%
    One mod that causes cluster mines drop gas.
    One mod that causes Explosive Sticky become Explosive Corrosive Gas Foam.
    Etc.

    So your skills are always useful.
    And you can make creative skill combinations by simply swapping out mods in your gear.

    That way it doesn't matter if Enemies get more health or more damage.
    At least you get multiple options to deal with a situation instead of a single one the entire time.

    Tried to play this morning with an SMG, solo on heroic open world. It was like shooting a water pistol. That was a 922 almost god roll build too.

    With my Bakers Dozen meta build I feel powerful like in Division 1 endgame with my fully maxed striker.

    Seriously, if they over nerf M1A without buffing other weapons, I'm out of here. Most of the other weapons are just garbage with the current enemy hit points on heroic.
