    Fix phase 3 in breach

    You did not even really need all the changes you made. Hands down the most important element in balancing breach was the final phase. The balista should not damage commander, offensive feats should not be 4x stronger than healing feats on the commander, commander should have oathbreaker, commander shouldn't get slapped in a 1v1. Fix this super annoying phase for the love of god or whatever.

    I tried out a few Breach games. Attackers get around 10 respawns in an avarage game, which is not much, and a good team can defend the commander very well (for example, a BP can keep him from being damaged for like 10 seconds, and a healing Banner greatly empowers him. Area feats like traps can help hkm very well). The problem was that everyone could waste tickets after tickets to damage him, since they had so many if they focused on surviving.

    at the end of the day he can still be easily instant killed in common situations and its part of what makes this phase completely one sided in the attackers favour. He just needs to be physically better
