Open World Chests are not affected by Difficulty
    Enemy Drops are.

Complete hearsay but i have a vague recolection of hearing on a SOTG one time that caches for leveling were "challenging" quality. but no idea when that was might of been div 1 , might of made the entire thing up

That’s right... there’s almost always useless purple crap in loot crates regardless of difficulty, so there’s no real point to exploring and finding them. Makes sense to have this big open world with loot all around and no reason to explore and find any of it.

Decent gear from open world crates and crates in general will be few and far between, they stated on one of the STOG discussions that they are mostly purple because its easy to open a crate....never mind fighting through waves of enemy ai on heroic check points to get **** purple drop from a crate...cause its easy to just walk up and open a crate....lame excuse for poor quality gear or rewards for completing a higher tiered mission or activity.

And they believe this is a better system?

Rewards should be tied to the global setting , if your world their is heroic or higher there is no place for purple ****, challenging WT should have a small % of purple not the majority
