So I have a crap ton of useless salvage and it made me think of the absolutely GENIUS idea to be able to exchange salvage for steel. I highly doubt this will happen because ubisoft is gonna be like "Oh but our money and transactions." but just a GENIUS idea that I thought I might as well put out there.

Pretty much this, you always need to think about that they are a company and need to make money too.

If you start upgrading your items to have specific skills probably you will see that it will diminish very quick.
As soon as you have several heroes and you play a lot of Breach / Dominion - each hero has 3 builds - you can upgrade your weapons and armors with the salvage materials to have additional abilities. But higher level items are very expensive to upgrade the legendary and rare.
