    Is using the Dark Hours glitch to reset the key boxes a bannable offence?

    Because it certainly looks like it fulfils the CoC requirement of exploits being used "for personal gain"?

    No it isn't, because keys don't make you "op" in pvp.

    Considering they have known about this issue for a very long time you would think they looked at it when deciding who got banned as if they didn't and look now people coming back will get another possible strike meaning game over, which would be pretty harsh way of doing things.

    Or maybe a better option would have been to fix an issue they have known about for a long time

    No it isn't, because keys don't make you "op" in pvp.
    What about doing it with the sole purpose of getting the EB for use in PVP?

    Technically? Yes. Any exploit for advantage is. However, the impact is low, so it's probably not high on their list of things they need to fix or address right now. That doesn't mean it's okay. You're still putting your account at risk, and violating the terms of your license, but you're unlikely to be sanctioned (NB: I am not saying you wont be sanctioned) for it.

    It's odd to see one glitch that allows access to upper loot go unpunished while another glitch that permits access to more loot does get punished.
