I am sure it is an ongoing matter. The numbers are probably not small, as we can see in the forums there were more cheaters than anyone would have thought. LOL.
One of the things Ubisoft has to do in order to not get sued and also to not look too bad in this, is deliver the consequences swiftly. If they waited in handing out the sanctions until each and every last one was investigated, then people could rightfully claim they let the matter linger on too long.
So I would be very surprised if they are "done" at this point. And I wouldn't expect them to respond and disclose where they are and what the future holds in terms of sanctions to additional players.
If they are banning people just for the dps glitch then they have to ban everyone at the same time. No use letting someone keep on playing the game for a week gaining loot and levels and then banning them and rolling back to the 17th march.
The people that first got banned would be back playing while new banned players are not putting them behind someone who committed the same offence
If they have used a glitch since the first bans then fine but you cant ban people over a period of time for the same offence if rollbacks are being used. If it was just a week ban then maybe you could.
If people have slipped under the radar then its the fault of the people conducting the investigation, and lets face it, they have conducted badly so far.
I don't think there will be new bans for the first DPS glitches. Their statement said "effective immediately", and that was two days ago. Also as Scarp99anzz says, if they ban a second wave, to which point will they be rolled back? The 17th? They will lose two additional days of grinding. Which could be appropriate rationally since they used "poisoned" loot to get new items, but I don't think they can sell this to the community.
If people are stupid enough to still use the glitch after the ban wave, well that's another story.
I could be wrong ofcourse, I never thought Massive would hand out bans and especially rollbacks in the first place.
Poppy-rot. No player has a legal standing to sue Massive. You have no legal redress in games like these. Quite simply, the game is licensed to you under Massive's terms of service, to which you agree, and re-agree, every time you play the game. Those terms set out your rights and obligations, and what redress you are entitled to (hint: none). You'll also find that either party can unilaterally terminate the license. I know 5 people that filed support tickets the day of the ban and still no response back yet.
