I will admit my best way of getting rid of them is trying to break off some of their armour and just aiming for the weak point I open. Grenades are a good way of destroying them, but as Shdw_Phnx said it is tricky to get them to stay still long enough. When I play in a group we usually try to coordinate several grenades around them so they have to walk into 1 of them.
The one shot mechanic needs to go and you need to half their armor, especially if you're not going to get rid of the one shot mechanic. Something that can one shot you should not also be a bullet sponge. They also need bigger weakpoints. I've been playing since day one and I still don't know where exactly i'm suppose to shoot it, to hit it's weakpoint.

Their emp after death mechanic needs to go too. I despise doing Black Tusk missions when I play on my skill build character because there are dozens of these things in every Black Tusk mission and they kill your skills every time they die.

Better yet, just get rid of them. The op is right, they are one of the most annoying enemies in the history of video games and they have no place in The Division. Black Tusks should not have better tech than The Division. The advanced tech is what makes The Division, The Division ffs.

Dogs are annoying but not impossible.

Grenade or Rocket Spec should handle them fairly easy.

I you dont have Spec ammo though they can be a struggle at times.

The best weapon for them was Merciless but after TU 8, it doesnt look like it will do the trick.

Im not sure though, since I havent gotten one since before the expansion.

I would give them bigger and weaker weakpoints. Successfully taking out the weakpoint on a wardog and then being able to finish it off quickly would feel rewarding for me.

Additonally, I would balance their armor against their mobility. A fast-moving wardogs that constantly speeds across the entire battlefield is a difficult target to begin with, a lot of shots will miss it because of that. It doesn't need a ton of armor on top of that.

Currently, while I enjoy the vast majority of the content, I find the wardogs annoying, to the point that I sometimes abandon an encounter when it involves several of them. It's not the difficulty (I know I can handle them), it's mainly that their mechanics lead to long, drawn-out, boring fights.

Warhound was fine before the dev decided to make them super hyper robodog that runs around the battlefield like crazy and shoot at you with 100% accuracy. I have seen quite a few times the robodog simply just keep running around and around at hyper speed. Try throwing a grenade at them when they do that or shoot at their weakpoint, you probably going to waste a lot of bullets before you actually hit anything. Sometimes I really have no idea what the dev are thinking, warhound were already pretty deadly with their high damage and tankiness, why do you guys think they need to have speed as well?

What kind of build are you using? What skills/guns are you running?

I found anything explosive works. Not to mention EMP works wonders.

Explosive Usable Items: Demo's Grenade Launcher, Tech's Rocket Launcher, Frag Grenades, Stinger Hive, Explosive Seeker, Mortar Turret, Sticky Bomb
    Weakpoint Target Items: Demolisher Firefly.
    EMP: EMP Pulse.
I find Explosive work best against them.

Honestly status builds make just about anything trivial. With a good build you can perma-blind a single target or keep a whole room locked down for 20+ seconds, and skill proxies and robots are just completely shut down with jammer, like 15sec duration with a 14sec cooldown.

It's not even the difficulty (I know they can be neutralized with an EMP pulse) they're just annoying and it's not even satisfying killing them. I avoid any activity where they show up like the plague (e.g. invaded/black tusk stuff).

I know it'll never happen but if they were removed from the game it would be a lot better. Just... delete them.
    Explosive damage and health damage.

Save your signature weapons for dealing with them. Shoot their weakpoints to make them sit down. Disrupt them with EMP.

There are a lot of ways to handle them as long as you're not stupidly just trying to shoot them with straight DPS.

That's works just as well. Run up to them, get behind it and shoot at their backs, it's open without any armor. They go down just as quickly as normal NPCs. The shotgun is your friend against the tougher ones.

I use the Demolition special for this very thing.

Get good stats on that gun, and you can just 1 shot them pretty much with that. (its the only thing it does well)

Sadly, that specialisation is so damn awful for anything else, that id never recommend it.

If im running another build its doge/spam/dodge/spam.

BTW - The weakspot is between the 2 lights you see on the dog.. its small, and very hard to see. - but aim between the lights and you should hit it and disable it for a short while.
