So the problem started occouring ever since I completed New York expansion, sometimes the world wouldn't render and NPCs were invisible etc.
I've tried setting the maximum processor state at all different %, running the game on the lowest settings etc.
I used to run the game on high-ultra settings and not a single frame drop occoured.
Computer : Lenovo Legion Y530-15ICH 1060 (Yes, it's a laptop)
Processor : Intel Core i5-8300H CPU @ 2.3GHz
RAM : 8GB
Graphics card : GeForce GTX 1060
Integrated graphics card : Intel UHD Graphics 630

Anyway, I'm having the same issue on my Acer Predator Helios 300 (G3-571-77QK). It has an Intel 17-7700HQ cpu @ 2.8 GHz and an Nvidia GTX 1060 GPU. System memory is 16GB.
I recently installed on this laptop because my mother in law is visiting and staying where my destop pc is located. The game is not playable in this state, even with the latest gpu driver installed. I have no idea what could be causing this issue, but I get framerates down to 8FPS even on low graphics settings.
I have enabled high performance settings for this program in Windows and in Nvidia 3d settings. I have also set it to use the Nvidia graphics card for this game, yet the problem remains.
For my laptop, I suspect that it is a throttling issue due to the heat this thing generates. The cooling system is awful in the Helios and I don't recommend anyone buying one, as it can reach around 90 degrees Celsius simply by watching Youtube videos. I have opened it up, applied new thermal paste (both to cpu and gpu) and removed all dust, yet it still reaches 90+ degrees.
In the past, I played the Division 1 on it without issue unless I was in the Underground. This would cause my laptop to overheat to the point that it would shut itself off.
Sadly, I think that laptops just can't perform as gaming rigs simply due to the paradox of having to sacrifice proper cooling in order to facilitate portability. I would consider all gaming laptop advertising to be false until great strides are made in their cooling system designs.
I've got some good news. I installed an older Nvidia driver (446.14) and disabled the in-game overlay in both Ubisoft Game Launcher and Nvidia GeForce Experience, along with setting my fan speed to maximum speed and I can now get playable framerates on Medium settings. I have also set Volumetric Fog and all reflection qualities to the low setting.
My temps still reach 97 degrees on the CPU and 98 degrees on the GPU (Celsius), so it still gets pretty hot.
I might reinstall the newest Nvidia Driver (451.67) later and see if it was the In-game Overlays or the driver causing the issue, but I don't want to press my luck any further right now.
