So I was kicked out of a match before it even started and when I tried to get back into the playlist, it says that I have a matchmaking penalty. I just want to know if this happens frequently or not? Getting a penalty for the game not allowing me to connect seems rather backwards.

We're sorry to hear that occurred for you.
These penalties are automatic, and cannot differentiate between a disconnection and an intentional leave. These suspensions are to stop players from quitting games, for instance if they are losing as this negatively impacts the other players on their team.
