The main problem from the point of view of a newer player

Just came back to the game after having played a short while at launch, gave it a few months for the devs to set things up better and the expansion seemed good.
Now, I played around 15 hours on a brand new toon, and I was excited about the update to get the NPC more in line with a reasonnable difficulty.
I am playing story mode, the original campaign, so keep that in mind.
1) Under level 10, the power curve is good, red ennemies pose no threat ( as they should ) and higher ennemies a rather low level of threat.
2) From 10 and forward there is a problem. as I acquire nice blue and purple gear, and even high end one, I usually feel LESS powerful than I did at lower levels.
For example, a MMR will one shot a red at level 10 if it's a level 10 rifle, but it will not one shot the same red anymore at level 15 if it's a level 15 rifle.
As with any RPG, what you want is actually grow more powerful, not less, with progression.
Then, I did a mission with 3 other people, and the scaling was really harsh on us.
Don't get me wrong, this is a great game, but as with any looter shooter, if I get a high end gun at level 12, I expect to wreck everything quite easily for a few level. The challenge should not be during the leveling experience. It should be enough to teach you how to play, but you should not lose a bounty or anything, unless you make major mistakes.
3) While leveling, Offensive pieces are useless, 1 percent damage are not gonna change anything.
4) The skills seem undertuned. You need at least 3 or 4 point for them to start being worthwhile. The base versions are incredibly weak.
Really enjoying the game, but the power curve of the characters need to be higher I believe. I am a trained division agent with the top tech in the world. I should wreck a gang of street thug with absolutely no trouble !
