    How does Conflict work?

    It says in the description that the stats are normalized. What that does mean?
    I thought it's that PvE stats are out of the picture and all players have same stats based on gear. So gear level doesn't matter, all players have same character level and gear level and the only differences might be in the different build setup, gear, specialization and skills.But the strength of those skills, gear and whatnot are equal.
    But then i find myself seeing red skull enemy players that i barely scratch their armor with several magazines while they can kill me with 1-3 bullets.This doesn't make any sense at all.

    The term "normalized" is a bit misleading in the context of this game. Your assumption is reasonable, but it's not how the game works. In practice, "normalizred" just means that the stats follow different rules. Most weapons do less damage in PvP than they do in PvE, but it's not a simple reduction, it's scaled differently for different weapon types. When you look at an item in your inventory, you can toggle between the regular stats and the "normalized" stats to be displayed.

    It will scale you up to the level of the max ranked player. If you are 39, you will scale to 40 if there is a 40 rank.

    You still need a good build and armor, and to be able to hit head shots preferably. If you empty a clip of a mediocre smg with low crit damage into someone who is hitting you with high crit build LMG, you're gonna die quickly.

    I have high crit LMG-rifile and SMG-shield builds that both hit like trucks. My weakness is I'm all crit and some armor, so skills can wipe me out fast.
