    The fuel is already covered by the crashed fuel boat in the game for atleast 1 more year. The hurricane that happened after D1 brought a lot of cargo ships and other things abadoned in the ocean into NYC with some of these boats being fuel boats still full of fuel.

    They mentioned, after finishing the fuel boat dungeon, that there is enough there to last until after the next winter and they were about to run out around this time. The Haven Settlement was actually getting fuel from the crashed fuel boat until the Cleaners moved in to take over but with it back in Peacekeeper and JTF control, there is enough to last around 1 more year with the one in Lower Manhattan.

    The Hurricane may have destroyed most of NYC but it brought in boats and cargo ships full of supplies and materials to use for the survivors and factions due to being abadoned out in the Ocean. A destructive event that forced a lot of survivors into the settlements that manage to survivor the Hurricane and JTF forces forced into Lower Manhattan and abandon the Base of operations in Middle Manhattan but the abundance of supplies from these boats has greatly benefit them to last another 1 or 2 years.

    Middle Manhattan actually ran out of Fuel to salvage sometime after D1 which is one reason (among many other issues revealed in Audio Logs) why the JTF had to move to Lower Manhattan so they can have a base closer to fuel salvaging operations to provide the settlements.

    I have yet to run into anyone like this and I have been all over, above and below, both maps. Has anyone else run into these guys?

    I've been playing TD2 for a while now but it only just occurred to me; what happened to the rando's from TD1? You know, the random people walking around the streets, being harassed by the baddies, and occasionally yelling down at you from second story windows? Yeah, those guys. Did they all die off or something? I think they gave the game a sort of nuance that I'm just not feeling in this one.
