Disable ALL interactions while any shield is active.
Turrets, doors, loot crates, shade terminals.....everything.
Vaulting or entering cover is already disabled while a shield is active.
Surely another action can also be restricted.
At the same time make sure this glitch doesn't work while holding other active skills (sticky launcher, chem launcher).
If it does, disable all interactions while holding any skill.

Right at the end of Division 1 we found out there was a shield glitch for the entire 2-3 years of the game. It probably still works. It really guts you when you realise that those shield users in the DZ were killing people in milliseconds because of a glitch and they had kept it secret for 3 years. This is a prime example of why players can't be beta testers. If they find an interesting bug they just keep quiet and exploit it.
There should be a DPS recalculation periodically to check that people aren't inflating their dps perhaps. It could be done whenever someone enters an instance for example.

It's not hard, it's just not a decent solution. How many more DPS stat inflation glitches are there? Just check stats or recalculate stats on a regular basis or maybe every time you interact with something? Maybe that will cause lag... I bet your solution is the easiest one though.

Devs decided to hide the best behind an elitist wall. Well, good for them: The common man is dismantling it, one brick at a time. Maybe they’ll learn from it.
A solution?
Concentrate on vanity rewards for the best content. Reward the ‘casuals’ (sic) with the same rewards, albeit scaling in attribute values so that we can ALL enjoy the content and not be forced to don a happy smirk while staring at the fun through a plate-glass window, watching the serious hobbyists and ‘professional’ agents pleasure themselves in an exotic-filled fountain........
It’s asinine.
