I think the Overcharged thing only comes from the exotic gloves. I've been away for a while so I may be mistaken, but that's the only way I've seen to get it.

I believe it is a gear talent that when using a med kit you get +1 skill tier and if it pushes you over 6 you get a brief overcharge. So there is no benefit to having more than 5 skill tier in gear if a Technician, the +1 skill tier is in no way equivalent to 50% skill power imho.

Becasue you cannot achieve perma overcharge. Plus as the overcharge talents state, if you are at 6 then you gain overcharge status. The technican basically allows you to gain either a blue for defense or a red for offense for free.

yep, had a buddy testing this last night. I told him it seemed to good to be true and no way he was going to get Overcharge all the time and voila, i was right. So if you are running technician, just use armor or firearms on one piece as there doesnt seem to be any benefit whatsoever to have all 6 skill tiers plus technician.

Exactly. To be clear, You can only temporarily achieve overcharge. its a timed buff. You cannot keep it up indefinitely. You use talents to proc it at skill tier 6 (skill tier 5 as technician since you get one free skill tier). You can use either exotics (Acostas go bag or the BTSU Datagloves that I know of), or the energize backpack talent.
Its not clear if Overcharge itself has a cooldown, but the talents used to apply it do (60 to 120 seconds from what I can tell).
