    Disclaimer: I play on challenging with 2 directives on at all times. i consider this my standard, soloable difficulty. Comments about higher difficultys will always refer to heroic and legendary. If you are having issues with hard, I strongly believe that some more practice/gearing will change that for you shortly. Keep in mind Im not playing at this difficulty because its the last i can steam roll, on the contrary, this IS a challenge for me on any encounter. If I wanted to steamroll id play on hard and close my eyes.

    Ok, lets not exagerate. the game has issues, MANY of them. Difficulty itself isnt one IMO.

    First off, I have 0 congratulations to give to Massive for the status of this expansion/patch: this is an untested mess. You guys need to have Ubi invest in a test server. Its amateurish and insulting. And no, Im not jsut referring to the progrssion bug from day one. Im referring to EVERYTHING that broke: Cps not resetting, recalibnration table visual bugs, bounties being unreachable unless reset multiple times, The DZ load in loop bug, talents not working, guns overtuned, guns undertuned, removing spec points from levels ups, not communicating it, then realizing it was bugged and people missed out on 20-30 plus spec points and so much more. the instability and bugs this community tolerates in the game is... stagering. Massive are lucky. I feel though its bad enough that Massive should suspend all development and balance to focus only on bugs and stability. I know Im kiding myslef. Ubisoft is cheap and this state of "buggy but almost no game breaking ones so its fine eh?" is a normality to them.

    Ok second. I wanted to talk about this last, but no choice we are going all in: bullet songes. get used to it. Massive can make all the promises they want, ahve all the good intentions in the world, this is an RPG. Enemies need to take more time to die to be more challenging, because they remain alive, able to dish out dmg and modify the battlefield. If you were to lower the amount of bullets a named enemy takes to kill in challenging, things would get to easy, as a single member in a group of 4 would down him in a single clip or two. Why? because Im doing that right now at challenging, with very good yet completely glass canon gear, sure, but Im also abusing positioning and CC. Lets be clear, alot of you are bad at the game. i dont say that to be mean, I say that because I play with randoms exclusively. I see sharpshooter not use a single flashbang during a whole run. The best and easiest CC to land in the game. Same for gunners with their sticky grenades. I see veterans and elites go down with their weakpoints intact. I see NO ONE running the destroyer firefly which is just god mode on bosses. People have to aknowledge that theya rent using everything that is avilable to them and insisting on playing the game as they did before without change. That is your mistake. A live game has to adapt to stay alive, and since Masssive seems averse to adding anything resembling content, difficulty bumps are all we have to hope for. So Im telling you now, whatever massive says: Heroic and legendary WILL ALWAYS BE BULLET SPONGES. They would have to make some core changes that would require a numbered sequel, not a patch, to change that. More on that later.

    the REAL problem I have is the enemy AI. ive seen the Youtube videos, heck Ive even heard the Division held as praise when it comes to AI. i have to admit, I think thats all horsecrap. The enemies are challenging, sure, but smart? Not even close. im sorry, I know that a massive amount of work went in there, but as a playtester, it doesnt show on the surface. Enemies clearly cannot change their decision before reaching a point. They cant course correct before they finish their initial mouvement pattern. Also, the enemies dont 'see' you,. they track you. You have to do your cover to cover moves when theyre reloading because it doesnt matter if they are looking at someone else, they still see you and can turn on a dime. I think the enemy AI is so deadly as a crutch to its weak intellect: smgs will burst you down with pinpoint accuracy from two streets over. in fact, it feels like the game decides if you got hit before the bullets leave the gun, leading to you taking dmg even if rolling behind cover. Its also wildly inconsistent: the enemies will either completely miss you or lazer all their bullets into you.
    There are two problems with this: First off, armor builds in PvE jsut dont seem to work. There will not be a situation were a player can stack armor and a shield and take sustained fire for more than 2-3 seconds, and if his shield breaks, hes dead, 100% (heroic and legendary). I do beleive utility builds work right now, but 'tanking' per say doesnt. Sure, you can use the shield if youve mis positioned and it might save your life, but actually have a player with tons of armor and a shield escorting another player to safer cover for example? not a chance, his shield will get sdhreaded and then hell die in 2 bullets instead of one. Secondly, time: ive managed heroics and legendarys, but I dont think Ill be going again: I dont want to spend 50-60 minutes ona mission. this might just be me. Maybe thats what the design team had in mind but I dont see the appeal. I think me, and most poeple at that level will choose to run challenging missions because we can realisticaly do 2 in the same time, and so far in my experience, the drops were not significantly different (read: I didint see a damn difference).

    So, the game is pretty far from fine, but it is not too difficult.The problem is that the added difficulty isnt fun. Heroic and legendary dont interest me beacuse of the time investment and, call me a crybaby if you want, but getting lazered by a SMG by a regular mob three floors from you just doesnt feel good. I like were challenging is at, I have fun, solo or with groups, both are manageable, but I dont really aspire to go to heroic or legendary, except maybe for bragging rights?

    I dont really have a solution... as I said, I belkeive the probems with AI are baked in and keep in mind, we are always doing the same missions with no variation (*except for black tusk enemies). I think to properly support Heroic and Legendary difficultys, Massive would ahve to create specific activities at that level. Diffrerent, potentially bigger layouts... theres only sdo much you can do with corridors+ shooting gallery design. Ive always wondered why massive didint re-use the open world to design missions. heck, why not try out heroiuc bosses that roam the open world and are made toi be taken down by 6 players (add matchmaking to that of course). stuff like that.
    I think that any significant change will come at a later game. Im not trying to be a ****, but seasons are the death of a game because seasons arent content, just visual spaz for the casual. Whens seasons start, content stops and the hardcore leave, so we should have a Division 3 within 2 years by my count. If they design that one from the top down, meaning Legendary is what the game is based on and everything else is tuned down (insterad of tunning everything up from normal), I think they could fix this. And I think they should. Casuials get the sales, make the game rich, but the hardcore will keep it alive, for decades sometimes...

    Hell, just go to any safe house and start snooping/inspecting the jackholes standing around lagging the game...

    95% of them are run 1 of 2 meta's.....

    I think people are partly running those because YouTubers haven't told them to run something different yet. So they are running what they know or have already been told. There are numerous builds you can run outside of the ones you mentioned. I do feel like the "tanks" need work, but skills and dps builds feel good, to me anyway. I dont think the content is too hard per se, but I do hate that NPC have so much health. I feel like it's dumb that it takes more than a few special ammo to kill a boss and it doesnt affect the armor on chungas.
