I'm a little fuzzy on how most things in The Division 2 works around talents, perks, what gear talents stack and all that ****, but the Damage to Elites talent should NOT have been removed if you decided to Buff the NPC's
Either Nerf NPC's or bring back the talent. Please.
You need to understand that there are Solo players that don't want to play with others. I used to Solo Tidal Basin on Challenging, now I'm getting murdered trying to do Wall Street on Challenging. Seems like Hard is the new Challenging.

DTE was OTT in TU7 however with the changes to TTK and NPCS new toys a DTE available as an attribute only and capped at 25% would have been the better balancing change. Some solo content mostly revolving around timed events has been (try it once) then never return as the sheer effort involved is beyond belief. We want a challenge not necessarily rewarded just (been there done it) however at some point even that if it's a tedious boring endless bullet mag after bullet mag play style it turns into one of those household jobs we all hate. It's not we can't do it it's just not fun and for many of us who play games there needs to be fun otherwise what's the point. Some aspects of tu8 are outstanding some are like the devs asking us to watch paint dry and telling us it's fun.

Nah, "Damage to Elites" was neither fun nor immersive to begin with. In the old system you could easily arrive at a build for which veterans were a bigger threat than elites, which clearly wasn't intended. If elites are too spongy now, then the proper solution is to reduce their armor and health while still keeping them more powerful than veterans. But I'm not sure if that's really necessary, I seem to be killing elites just fine and I don't even have a DPS build. The only thing that changed is that I now switch skills more often (cluster mines are good against crowds, but against a single elite, a striker drone or turret is much better).
