That box is on the otherside of the wall and can be accessed After elimnating "Books", if you have the escalators to your back its in a cage at the rear left behind the partition. I was at that wall and got frustrated myself so I locked onto it and evetually was able to find it.

There are 2 lockboxes in District arena one in the first corridor you enter inside the building in an area on the left hand side with some large shelfs it is on the other side of a wall, the other one is the one everyone who wanted to make Chatterbox needed to loot in District arena after the engineer boss.

the standerd thing with locked doors in Washington is either -

1)it's got a lock on the door, this can be on either side of the door, obviosley its not on your side but there are a few ware you have to shoot through a window or gap in the wall etc

2) it's locked electonicly, if thats the case you need to find a yellow panel on the wall, your gun sight will go red if you look at the panel through your sight - this could be either in the same room, if this is the case then as above you need to find a spot ware you can shoot through a window/hole etc
or
if there is no yellow panel inside the room that your trying to get into have a look for a thick yellow cable coming out of the room your trying to get into and follow that, that should lead you to said yellow panel

The box he's talking about is in the room where you rescue some dude during a side mission. The room only ever unlocks in that mission, and then stays locked, meaning you'll never be able to open that box.
