I hate game with pay DLC, it split community and you don't know what you can or cannot do with someone who don't have the extension and someone who got it...
So for ppl who dont own this extension, they will be stuck at lv30 but what happen if they pvp in DZ or Conflict PVP with lv40 ?
A lv30 can access to the same stuff of a lv40 ?
Players who don’t own the expansion will continue to protect Washington D.C. in World Tier 5, at Level 30 and an increased 515 Gear Score. They won’t be able to join New York players or Level 40 agents in the Level 40 Washington D.C or New York activities, but will still share public spaces such as Settlements or the Base of Operation.

Does it means if my friends reach lv40 I wont be able to group with them in D.C ?They won’t be able to join New York players or Level 40 agents in the Level 40 Washington D.C or New York activities, but will still share public spaces such as Settlements or the Base of Operation.
We don't have any new content on D.C. who is required for lv40 right ?

For those who choose to stay in D.C. all Year 1 content will still be available, along with level 30 versions of Dark Hours (as well as Raid #2 once released) and the level 30 endgame. To minimize the division of playerbase, any level 40 player will be able to join level 30 activities with level scaling.
Playing conflict at level 30 is a 1 way ticket to frustrationville. I recently got this game for $5 and leveled to 30 Tier 5 and decided to try Conflict. You are not a match vs someone 10 levels higher with the gear boosts of the lvl 40 gear (like over 1 million armor).
