For assistance with this issue, if you haven't already, please try running through the troubleshooting steps in our guide here.
Try this...
1. Open File Explorer (Win+E) and navigate to C:\Windows\System32\Drivers\etc\
2. Open hosts file in Notepad++ or another text editor.
3. Below the # comments at the bottom of the file, paste copy and paste the following lines from the above post;
23.206.242.48 uplaypc-s-ubisoft.cdn.ubi.com
23.206.242.48 uplaypc-s-ubisoft-ww.cdn.ubi.com
4. Save the file, and reboot your system.
5. Reload Uplay in Administrator mode and check if the download completes.

PS If the file won't save after the adjustment move the file to the desktop repeat the process then move the file back.
I was having this problem for over a week and have played with DNS and network settings, firewalls and antivirus. Did route checks and everything I could think of.
I have found a fix for mine, that is really stupid. In Uplay, go to Settings, and Downloads. Throttle your download to below 2Mb/s. Obviously, only do this once you are at the 99% so you don't download the whole time at that speed. I did this, restarted the download and it immediately finished and worked. I wish this was listed in the Known Issues, but for anyone else, give this a try.
