I live in Hong Kong with two PSN accounts, one is a HK one another is from Canada.
My friend from Canada sent me PSN credits in CAD as a Christmas gift so I bought D2 on the Canada account but played fine on my HK account.
As HK and CA's D2 version are not the same, again I bought the DLC on the Canada account using credits my friend sent me, but talking to the chopper pilot on my HK account leads to "go to shop" + "Item not available" errors.
I have tried:
Completely reinstalled the game
Restart console
Setting current machine as main on CA account
Repairing licenses on my CA account <- and the error NP-39227-3 shows up, saying Walords DLC cannot be recovered. Googled and it says this error is related to DLCs not distributed and the problem is on the developer's side.
Since Ubisoft is not responding on this thread I am reaching out to Hong Kong's Consumer Council for help. This is false advertising if it was clearly stated on the website this should be sharable but people of Ubisoft on this tiny little forum confirmed it is not sharable AFTER we pre-ordered and content released for hours.

Here is the link that it says that IT IS SHAREABLE! And this was the link I was going for when I was buying the DLC.
