In a game where the milliseconds matter, fighting people who's ping constantly jumps from anywhere between 50-150 in the space of a few seconds throughout an entire match really ***** you up.

I shouldn't be penalised for not wanting to play with these people and I don't think it's intentional so it doesn't warrant a report.

There should be a system in place for kicking these people

50 is fine imo

only from 80 upwards it gets bad
over 100 should be auto kicked

Yes. Exactly. When you implement an input buffer to compensate for a bad connection, then everyone with a good connection automatically gets screwed over.
