Having the same issue - Have never played a Division game before this one. Friends invited me over and I started playing by purchasing the 3$ pack last weekend, the 30$ expansion. We just hit level 40 and I wanted to try the new specializations. I purchased the years 1 pass and it says I own the agents, but I'm unable to access them. When I go to them I can inspect them, and it says I have 3 points I could spend, but otherwise does not allow me to activate them.
Looking around it doesn't suggest a mission or anything else needs to be done to unlock these classes. This is a huge bummer as I paid 20$ for content that is literally useless or walled off - with no warning even though it appears to be acknowledged. If this is a technical issue a message needs to be posted and the purchase needs to be locked off until it is resolved, or at least otherwise acknowledged. A refund would also be appreciated as I'm paying for something I did not receive.
Same here ! Year one pass holder ,finish all the specializations with my first character and then I had a second character at level 5 or something and I boosted to level 30 in New York and I can't access the last 3 new specializations ,only the first ones ,then I moved my first character also to New York and I got all of them ,but the second character dose not have access to them

I’m having the same issue at Haven. Played Division 2 since week 1, but never bought the year 1 bundle. Purchased the expansion and started playing in NY thought it would be cool to try the new specializations. Purchased it using in game credits and I cannot activate any of the three newer classes. Emailed Ubisoft support and they just keep saying they’ve forwarded it to their investigation team and to check the forums for new information. Looks to be zero info here as well. Their latest response through email support was to check to see if I can access them back at DC base of operations, but in order to do that I have to beat the expansion. I asked for a refund and they said I have to contact Microsoft because I didn’t purchase through the Ubisoft store. What is it with Ubisoft and co-op based games??? They’re always plagued with issues.

I’m using my original character in the expansion. Not a booster one. I can access the 3 original with no issues. I cannot activate the gunner, firewall or the other recent one with the rockets. I cannot go back to DC until I’ve completed the expansion. I’d like be able to utilize those classes while playing the expansion, not after.

i have same problem.
I created new character, used boost to level 30, now im level 40. I got automatically unlocked bombardier, survivalist and sniper specilazation.
All other specialization tell me I can start witht hem by pressing G.. but I cant. G is greyed.
I have Uplay+ it tell me I have warlords and season pass.
