Actually beat me to posting this. Nice. Since I don't want to just have a lazy "bump" post to this thread I will add some additional info coming from the person who made said video that was replying to comments in his reddit post:
-HL cannot with his 600ms lights interrupt light spam with his own lights. However he can trade with the spam via his opening side and top heavy openers.
-In regards to bashes if someone is neutral buffering another bash after the first bash punish lands you can light attack to stop this. It works against most bashes except warden. Additionally the defender (aka the one who got bashed) can throw a light to interupt BP afterwords if he tries to throw a light. However this isn't the case for conq since it's a chain light nor does this work against WL since his light after headbutt has excellent recovery already. But summed up "bash spam" is counterable via defender throwing a light on all bashes except warden's bash.
-In regards to enhanced lights it depends if said attack gives a light or medium hit reaction. So in hito/lb's case who give a light hit reaction the defender is favored and can light to interupt. Where as someone like Jorge who gives a medium hit reaction the attacker is favored. So you cannot light to interupt his light spam.

If you are hit by a light attack you now recover faster, which allows you to take a specific action first before your attacker. You don't have to wait for your opponent to finish their light chain because you can now dodge out of their chain at any point. For characters with dodge attacks this means they can punish and get into their own offense. For characters without dodge attacks this means they can reset the fight to neutral as soon as they want to avoid the enemy's light chain. "Just dodge" is no longer a meme in the TG. If you're bleeding pk's lights become enhanced. She gets medium hit reactions in this instance and thus you can't dodge out of her lights nor have frame advantage once her combo ends. She has 2 hit light chains, and after that, a dagger cancel from the top. Did you count the last part in? I was repeating the official word on light spam and offering general advice. It's up to the community's common feedback to decide which additional heroes will receive the changes. Personally, in light of TG, I feel all light spam prone heroes should receive the updates since the changes encourage mind games and counterplay more than anything.
PK is a weird one since she only has two light chains but she makes up for it with her access to 400/300ms chained lights and quick start-up zone. In the end, in light of what I said earlier about counterplay, I wouldn't rule her out.
