    NOTE: Fast traveling away and back is enough to get them to speak to you. It is random though. The last one took me almost 25 trips. Logging in and out, fast travel, starting the game over etc. It's really just about leaving the area and forcing it to reload. Just finished getting the last one to speak to me.

    This worked for me as well. Sometimes on the first try and sometimes after a few tries. Funny as it might sound, the further distance you fast travel from one safe house to another (traveling between the largest spaced apart safe houses) the better the chance the leader will speak with you. At least that was my experience. Good luck all!

    you are acting like this is some grand philosophy and defending a million dollor company that doesnt care about your existence only your money. this was the one dlc that division needed to revitalize their dying game. so in response to that they didnt test the game and put out the dlc that didnt even get tested. they have zero excuse for this. all they needed to do was put it through a single test and this bug wouldnt have happened. for example escape from tarkov which has a way smaller dev team in comparison fixes problems pretty much instantly and the only problem they have is servers because their game is blowing up. ubisoft simply yoinked your money and you are defending them for not caring to simply even test their game once. a single time. you must have negative iq points for even thinking this is valid. my man is SIMPING ubisoft. never before seen. yes there are bugs but theyre normally small, that dont make the game unplayable

    Yeah it's really ****ty I unlocked all the safe houses and I was able to talk to one of the community leaders. So I guess at least I can finish one of them... stupid ubisoft.

    Can't donate to control point officers either. Can't interact with NPC's at all. Ya'all need to get your sh!t together....ZERO excuse for this amateur hour ********. ~slow clap~

    This has worked for me, for the Church character one. It hasn't worked for every Safehouse NPC.
