I'm starting to think that those who post comments dont hate on ubisoft as well stop crying are all working for ubisoft's PR department. Why would people who dossent experience this go on a thread about a problem they dont have and be all smug about how they dont have problems saying those who have problems are immature children. If they are not working for ubisoft it's safe to say they buy all micro transactions as well.
guys.. do you really NEED to play it now, that you log in and log out 100 times, do 100 pushups, than travel to safehouse, than run around, than do jumping jacks and then MAYBE you can speak with ONE NPC just to find out that in next one you'll have the same problem? is this really fun for you?
just turn the freakin game off and wait till the fix! I'm also not happy of this, but if it is BROKEN, than let them repair it and don't act like your life depend on level in division to try so hard to play bugged game!!

I thought I was having this same bug (and found this thread)... what I figured out though is that I believe you have to activate the safehouse "community leader" by going to the start of the relevant investigation. Until then they won't talk to you. I did it out of order (by finding all 4 safehouses without touching the starting point missions).
So for example, you have to go to the Skyscraper before the Church leader person will talk to you. And I *think* (not confirmed) that you can only talk to the leader at the mission you most recently triggered, but again I can't confirm.
I did try all 4 safehouses, no leader would talk to me, despite many log in/out, fast travel, and reboots. Then, I triggered only the start of the Theo (drone guy) mission (by going to the Chinese Supermarket) and *then* I could talk to the leader at the Residential Building safehouse and completed Theo's mission.
I went on to the next safehouse (Church) and etc, but none of the remaining 3 would talk to me. So I went to the Skyscraper, started the next mission, and then the Church leader would talk to me.
Anyway, try triggering the investigation by doing the very first part of it, *then* go talk to the related safehouse person. Worked for me.
Blah blah blah what a ridiculous thing to post, and spoken by someone who got their money's worth. Personally I'm sick of having to pay for what are, essentially, Beta versions of games but it seems to be the norm now. The same thing happened with Division 1 and it took months to fix that shower, so long in fact that I gave up playing it. These companies dgaf about us and that is the sad reality. Maybe some of the Devs who work there do but it's all about revenue and profit, simple as that and games get pushed out in a rush to please those who benefit from those profits. The gaming industry is bizarre in this way. Can you imagine going to a showroom and buying a car but not being able to drive away in it? I can't understand why people are so up in arms about this. Happens for all launches, game or regular software related. They are obviously working on fixes to these problems. Give them a little bit of support instead of ripping them down. Put your big boy/girl pants on and suck it up, and grow the F up.
