they need tangible proof of report-able actions. Unless their servers keep individual players ping histories then I don;t see how it is done. As far as I know, punishes from reports are automatically dished out by the system they've implemented. You need to be reported around 10 times from different people to be suspended for 1-3 days, multiple suspensions lead to temporary bans, which could lead to a permanent ban. Reporting does make a difference, but a lot of people just leave the lobby without bothering to report.
