Sky occlusion doesn't work in daylight on PC?

I can't make dark shadows in the editor if the day and night cycle is set for daytime even if I set Sky occlusion and Ambient bounce colors to 0.01.
The shadows look darker from a distance but when I approach them, they are illuminated automatically. Is it same for all PC users or just for me?
If the day and night cycle is set for nighttime it works and the shadows are dark.

I have always thought that it just doesn't work but recently I saw Dieflex's lighting tutorial video and noticed that on console it seems to be working?

I'm not familiar with Dieflex's tute, but on my PC it does seem to do something...

When you step into the shadow...

I'll be honest, I don't really know what this slider is supposed to be doing half the time.
Sometimes when it is set all the way down to 0.01 instead of making the area darker(which I would expect), it lights everything in a steely blue light?

It looks like the same as in your pics when you step in to the shadow everything is illuminated. This is what I tried to describe in my above post. Too bad it doesn't work because I wanted to build a map where it is daytime but the interiors are dark.

Try putting the whole map inside a huge reflection volume

I never payed with reflection volumes before,
that seems to work great on getting rid of the 'blue steel' I was getting in the shadows
