Before we return to NYC and expectation on hearing Rick Valassi again and maybe meet him in person.....
So "Wouldn't You Know It" back in D1 in Update 1.8 they released a Audio log covering the journey of a person named Massie trying to find Rick Valassi and uncover his identity and reason for doing what he did.
The end result is that when she came close she was hunted down and left a warning to not attempt to find RIck Valassi and he is part of something bigger than what happened in NYC ( a slight hint to what was going to happen in D2 with the Black Tusk Invasion).
All audio logs of her journey to the moment she is killed by the people protecting Rick Valassi is here or maybe "Rick Valassi" killed her himself.
Now we are heading back to NYC and this question still remains....
"Who is Rick Valassi?!"
My guess has been Rick Valassi has always been secretly a Black Tusk member who is trying to spread mistrust towards the US Government and Division thus making it easier for the Black Tusk to look like Saviors once they swoop in and save the USA from the Green Posion (which this Mysterious Organization the Black Tusk work for planned for it to be unleashed in NYC and into DC)

Only one thing is certain, "Rick Valassi" never existed until he mysteriously appeared during the 1st month of the Virus Outbreak in NYC and started questioning the government about the Green Poison, making consipiracy theories that the US government may have made the Green Poison, and even telling people how the Division is not to be trusted as his way to prove the US government is Evil. All of which in some way now people are more willing to accept due to how Rogue Agents are causing chaos and the surviving members of the US government are now just hiding some where in the US.
Yes, it all sounds crazy but in a situation like this where people are asking "who is to blame" and "why is this all happening", a few will start out believing him then eventually as things get worse more will start believing "Rick Valassi" until they eventually all take it as a fact that what "Rick Valassi" is saying is all true.
Going by memory here, but Valassi is a regular reporter who appears in one of the investigation missions, the one that ends up with the reporter you are following being killed in an accident, getting hit by a taxi cab (you see this in echo form). The echo shows Valassi picking up the flash drive the dead reporter was carrying, and can be heard talking with someone on the phone about how big the whole thing is.
So he wasn't Black Tusk or LMB or anything from the beginning.
As for Massie, I thought she was a deranged person, imagining things about Valassi.

The Black Tusk has been hinted to be in NYC since the 1st month of the Outbreak as mysterious people in Black that are seen sometimes kidnapping Doctors who may have reach a breakthrough with finding a cure but back in D1 we did not have a name for them yet.
Massie maybe crazy or maybe telling the truth since after all we are dealing with a crazy theory type of Antagonist anyways being a Mysterious Secret Organizationwhich has been secretly controlling society in secret from the shadows for years that plotted the destruction of USA so they can take over the USA by looking like saviors for saving the USA from the Green Poison.
This Mysterious organziation has been controlling the World in secret for years to a point they can sabotage the USA government and all industries supporting it in secret while making anyone who suspect it look like they are just coming up with a crazy conspiracy theory.
I don't know,I mean she had nothing to go on other than a hunch..She never found any evidence or records or even a picture of him..Then thinks she had seen him at one point outside, even not knowing what he looks like..
If you listen to her,she keeps getting worse the more she doesn't find.. More than likely because her imagination is getting the best of her..
Being alone in an apocalypse can have that impact on some people..
When we were picking up the phones from different people all over the city,I think we were being shown how different the impact was for different people.

In the most darkest moments when everything aspect of society is no more to determine who is and who is not crazy or normal, the mask people put on in society to fit in will be taken off and their true self will be revealed through the what they will do when there is no society left to tell them what is normal and expect anymore.
When you look at each character in the Division 1 and Division 2 by how they once were before Society collapsed and how they are now after Society collapsed, you see who they have always been deep down inside hiding behind that mask.
For Massie we can call her crazy but she also maybe sane as well but only made to look crazy. Heck, there were people who suspected of the Division existance long before the incident but they were called crazy as well until the Division activated and they were no longer called crazy.
But he hasn't been a mystery at all, though. That investigation mission tells you how and why he became the conspiracy theorist he became. And if I remember correctly, the dialogue from the echo has Valassi saying he needed to expose what was on the flash drive on his radio show. There is a lot more about Rick Valassi that is unknown such as how he has eluded people in NYC for so long with no one being able to find him, who is his contact he is talking to on the phone, and why is the first time he is ever known the 1st month of the outbreak with every thing about his past and personal information a completely Unknown even to Division records.
