jumping to the conclusion too soon.

We have a lot to deal with left such as the Black tusk, president Ellis, and the Mysterious Organization they follow that started the Virus Outbreak in hopes of taking over the USA.

Also, yes this Mysterious organization the Black Tusk work for secretly provided Gordon Amherst all materials and financial supplies to make the Green Poison. They also been secretly sabotaging the USA government so they will not be preapred for years to prepare for the day the Green Poison is unleashed and are the ones who even planned the Wave 1 Agents to fail their mission.

They even sent Black Tusk units into NYC to kidnap and make certain anyone who started to make any breakthrough to finding a cure for the Green Poison during the early months of the outbreak disappear (and assumed killed).

There is one theory that Rick Valassi works for this mysterious organization as when a certain person tried to find out his True Identity back in a D1 Audio Log, she was hunted down and killed but before that she left a warning to not attempt to find Rick Valassi as he is part of something bigger than what happened in NYC. Not many people seem to know about this audio log in D1 but geuss is mostly because Rick Valassi is more well known to be a crazy radio consipiracy guy when in reality he is something more dangerous.

While the hunt for Aaron Keener is a big deal for the SHD itself, I see him as another Joe Ferro or Larae Barrett.

Like orrthehunter says, the real prime movers are those financing Black Tusk, subverting the government, and ultimately driving forward what must be a multi-year plan.

I would guess there is a whole hierarchy of field operators and strategists working in the shadows for us to find in future updates.

Now this is not the end. It is not even the beginning of the end. But it is, perhaps, the end of the beginning.

    - W. Churchill

If Ubisoft and Massive are clever to act upon the many threads of mystery they have layered since Division 1 they have so many more DLC's they can send out and certainly another full game (West Coast?)

Keener is a personal issue for SHD, in the end he only survived because he had help. He's just another cog in a big machine.

Well from what we learn in Year 1, it seems all members of the Black Tusk in DC are the "rookies" or worst members of the Black Tusk organization which is why they were so easy to defeat.

Bardon Schaeffer's group of Black Tusk appears to all be the newest members or just the members none of the other leaders want because they are too unprofessional of the Black Tusk organization but the groups being lead by other Special Unit Leaders are said to be farm more skilled than Bardon Schaeffer's group and they consider his group as "DC Amateurs" which is even shown during the Invaded mission for Zoo, Camp White Oak, and in Episode 3 as the people backing Black Tusks seem to keep sending Bardon the less skilled members or rookies of the Black Tusk organization.

We can assume these other groups maybe more skilled and may have stronger versions of the current Unit types and maybe new ones we have not seen yet to reflect how they are the stronger and more skilled of the Black Tusk organization. Along with the Black Tusk Commander's group (identity still unknown) being the best of the best.
