WoNY and basegame players, can they interact?

WoNY brings quite the different experience to the game, not only more powerful gear but also new world mechanics and the infinite progression system.

Does this mean that whoever buys the expansion pack will not be able to play with their friends who don't have it?

Players with and without the expansion can play together.

The same boosting mechanic will happen like the system we had during leveling. The lower agents gets boosted to the GS515 player for that session.

Obviously there will be no gear sharing, but what about the world?

If I play in my world I have all the new world settings, but if my friend joins will he get any advantage in terms of drops and XP from them?

And the DZ? I don't think basegame players would have a fair fight against WoNY players with all the new skills, exotics, and progression system.

This seems unlikely, do you have the exact quote?
In the SOTG they stated quite clearly that GS 515 is trash compared to level 40 gear, so that would be heavily unbalanced.

    I don't think so.

During the stream, they clearly said lvl 30's cannot join lvl 40' mission and vice-versa.

Under the heading What happens to player's that choose to stay in D.C? near the bottom of the linked page:

"To minimize the division of playerbase, any level 40 player will be able to join level 30 activities with level scaling."

So it's only downwards: an expansion owner will be able to join a basegame owner, but not viceversa.

Yep, exactly that is the way I read it as well. This is true for all activities situated in Lower Manhattan as well as all Level 40 missions in DC - as a basegame player you cannot join them.

    But to be precise:
GS515 is something that will be the new power cap only for the basegame players. In case you will directly hop into WoNY on March 3rd, you probably won't be interested in GS515 gear as you will want to level your character to level 40 and use level 40 gear. Sorry for nitpicking.

Well, for one thing, I doubt no nexpansion holders can go to NY either way. So we don't need to worry about that.
As for gear, I imagine some gear drops would be exclusive to NY area - while where you play either core holders will be in D.C

But all the Gear Balance Changes will be available to everyone
