Most Controversial Heroes When It Comes To Their Viability

I’m sure most of us can agree that characters like Shinobi are very underwhelming while characters like Lawbringers are incredibly overpowered.
However, I find the following characters to be constantly debated over:

    Jormangundr and Tiandi.

There is a pretty large chunk of the community that argues that Jormangundr and Tiandi are pretty strong. And then on the other hand, there is also a relatively similar large amount of people who argue that Jormangundr and Tiandi are unviable.

    Jormangundr

    - Jormangundr is strong in various ways. There’s even a certain emote tactic that allows you to guarantee and above 80 damage punish on unbalanced opponents. And as a light-bash-light character, he has good options knowing that it’s a 50/50 between defending against the undodgable or predicting a bash and dodging. He has hyper armor with an earlier start than hyper armored Hitokiri.
    - Jormangundr is unviable in various ways as well. Jorm gets nothing off a bash if the opponent is not OOS and is overly dependent on getting the opponent OOS. Additionally, his 50 damage punish regents the opponent’s stamina. Look at characters like shaman who can get a 50 damage bite and keep their opponent at their stamina level.

    Tiandi

    - Tiandi is strong in various ways. The kick mix-up is rather strong (similar to warden and Hitokiris) and can act as an opener to guarantee top heavy chain starters (35 damage) against walls. If the kick doesn’t miss, it will bring you closer to a wall. And Tiandi’s kit allows him to restrict the enemy’s movement quite well, while being quite mobile himself. All three of his dodge lights can track after a feinted kick with certain delays,
    - Tiandi is unviable in various ways as well. His damage, despite the 35 potential damage off a kick and light parry, isn’t the best. Compare BP’s bash to Tiandi’s and both have light-bash-light but BP gets some obvious solid damage. Tiandi can also be guardbroken with his dodge heavies, as they are very guardbreak vulnerable. Also, the dodge heavys are so slow and do not necessarily serve its reactionary ideology.

So my big question is: Why are these characters so controversial? Weak and Strong are constantly tied to these heroes all the time, no straight answers...like in a Shinobi or Lawbringer case.

I don't think there is anything controversial here: they are both weak.

Jormungandr has low damage, her entire moveset is about taking off stamina, until you are not close to losing it, she is powerless, plus she is low range. If I dodge the bash, not a big deal, I lose 18 hp if it's a light, and I deal about the same with a dodge attack. If I wait, I either lose some stamina and forced to make some distance, or get a light parry. The only strenghts come from the broken feats and some of the turtling potential, but she is still easily one of the weakest duelists, and far from the best 4v4 heroes.

Tiandi is very easy to deal with. Low damage, and the dangerous bash can only come after a light or from neutral, while his hp is rather low. The kick poses absolutely no danger if you position well, just let it hit you, in worst case you fly back, in best case you parry a dodge light.
