It's meant to be a system for rewarding agents that help others in need...
I've slogged, donated exotics... 8 out of 10 times I didn't get an endorsement... if my time gets wasted - come on, what do I get out of lost time and gear 350-250 below my level?
And the ones who just kick you out from group after reviving them and clearing the enemies...
Either put in an automatic endorsement, or take the damn thing off altogether!
Or after the first 3 strikes give them negative Shepherd rank that's visible when the call for help is sent out

Worst is the time limit of 4 weeks to get 25 rank and get the achievement. I have not all the time to play the game...I work and I like to help but at the same time I'd like to get the commendation but with the 4 weeks limit and the no endorsement behavior I've quit of trying that.

Admittedly I don't "answer the call" too often because of time constraints, but of the times I did 100% were totally cool players. Most endorsed me, and even those that didn't never kicked me. Many just told me as soon as I joined "I just want help farming some CP4s, is that OK?" and I helped them out for a bit before disconnecting.
Anyway, was I just lucky?
Um, how about no? Many new players don't understand what the shepherd system is, nor why they're getting an annoying prompt in the middle of a fight.
As you're the one wanting a reward, it's up to you to help educate them on the system. If voice chat isn't enabled, try text chat. If they don't respond, then leave the group.
How about yes. With the changes last update, the game makes it very obvious how and when to endorse someone. The "You have chosen not to endorse a Shepherd" message should be just as obvious. People use it as matchmaking and request backup until they have a group of 4. When one leaves, they call for backup again. When they don't endorse me, I leave and I'm sure they just get a replacement for me.

I can see how going out of your way to assist someone for some time and not being endorsed for it is frustrating, especially when you've already completed the task/mission. I always make sure I endorse agents as soon as it pops up, but not everyone is like that. I will be sure to pass this along.
