But every other friend I invite comes in, it's been a month like this

Considering you're unable to play with 1 friend in particular, the issue may be on their side.

I have some questions -

- Is this player able to join other friends?
- Do they have a green (Open) NAT in their top menu bar?
- Are they able to play the game at all, with random players?

I have the same problem and yes he has a green nat typ like me, he can join other friends and yes he can play the game.

But he cant play with me and i cant play with him
