(So basicly I left playing this game for a while because of the low fps then heard the vulkan and returned to play and what a suprise! The only hope that I got from the vulkan update ended with crashing right on my face)
I launch the game from steam by selecting "Launch Vulkan" and it says "Launching" after that without an error it closes itself/stops launching

i have the same issue i think,
i reinstalled r6 after putting in a new gpu and extra drive (now i have a C drive and D drive),after installing r6 on my new driver (D).
i can play the normal version of the game no problem but if i try to start up vulkan it crashes and gives me the option to send a crash report (wich i already did multiple times).
i thought it had to do with files being stuck on the C drive but the normal or base game work perfectly

i bought the starter i didtion a while back 15 euros i think on steam
but if i go in to uplay (ubisoft connect now i think) it does not give me the option to brouse files in properties, it askes me to put in a code of some sorts, wich i dont have cause i bought this game in 2016,... ish
