Why is the Dark Zone so "shiny"?

Why is the Dark Zone so "shiny"? In the first game it was dark and grim, now it looks almost like a forest within an abandoned city, What happened to the dark elements?

For some reason, the DZ in the first title made it seem like it was always night time. It really did a solid for adding to the immersion. I haven't been to the new DZs aside from the scouting portions, as I haven't gotten bored with the LZ yet.

The tall buildings of NYC definitely had a unique claustrophobic effect on The Division - anything other than midday had long shadows or just darkness. DC on the other hand has a lot more open areas, with a more sickening sense of marshy overgrowth rather than the closed-in-cold. But shiny... that's a word I've not seen before to describe the differences...

New York is set in the winter. More hours of darkness than daylight in the cycle

I understand the want to go to DC, but I think the over "feeling" isn't what brought so many to the first game.

I think that the Dark Zone isn't about the ambient light; it's about the mood, the atmosphere, the general feeling of "OH ****", I could be killed at any moment, Better keep that trigger finger ready.

EDIT: I know when I decide to enter the DZ, the lighting has no effect on me. It could be bright sunshine or a rainy evening and I have "THAT" feeling, especially when I hear "Rogue detected nearby." Or whatever the actual wording is.
