Time and time again I read that PVP in the DZs is unbalanced.
The Devs have tried for over 3 years to balance it from Division 1 onwards and the result is just a new Meta emerging. There failure is that they are frankly just tweaking.
My suggestion is to have 1 DZ designated as prebuilt selectable only. They would have set gear, guns, mods and specialisation (maybe apparel). Your stash and inventory would be locked out.
This means there would be a number of builds (you could pick from as you enter the DZ. I would have a selection that would change on a weekly rotation. They could be Developer ones, Community suggested or special ones. Special daily and weekly projects could be linked to these builds.
Everything else in the DZs stays the same.
The benefits I can see
Balance sorted
Skill comes into play instead of RNG (it’s how you use the builds not how good RNG has been to you)
If you liked a prebuilt build you will likely try in game to get it for real. Encouraging players to play a little more. (You could have one with a Eagle Bearer to encourage players to play the raid more to get it if players liked the EB build).
Some PVE players might set foot in the DZs if they don’t have to make a more PVP friendly build by spending hours looking for PvP gear (Pve talelents are different than those used for PVP).
It’s different and not the same old same old way of playing in the DZs.
P.S The Devs have a PTS sitting idle for vast amounts of time. Why not actually use it to prototype ideas like this. And others.

Continuity issue.
I could use my own gear and rummage through my stash in the other two DZs and checkpoints respectively, but suddenly out of thin air I can't do either in this third one? What about this DZ from a narrative or world building perspective that prohibits the use of my own gear and forces me to use something prebuilt? Some invisible force is physically stopping me from walking into the door that doesn't exist elsewhere in the game and that's a problem imo. I could see this being a Conflict thing because you'd designate it as a game mode, but the DZ isn't a game mode / instance separate from the rest of the open world. I can walk in and out of the DZ without a loading screen.
Also in the context of Division.... Prebuilt builds still have a threat to balance, because the balance would be up to the people to whom are already berated for having a hard time balancing the game as is lol.

Well burst healing adn "clunky movement" were made to stop chicken dancing, you should have asked people to stop doing those first, they didn't so they got hit with nerfs. PVP battles in the first game was won when the first person using meta build run out of medikits, it was two people running in circles using hte same build dropping heals that recovered full health until one of them run out medikits that would then actually die. As mentioned above, no I don't think this would work cause it would eliminate the need for farming and seeking better gear. Which isn't what TD series is about. Meanwhile, thie hardcore PvP players can get back to crying for everything nerfed so in the end it's all comes down to the same as this suggestion. PvP needs attention, it needs to stop killing PvE with it's nerfs.

Nothing stopping you going through your gear or stash. You just couldn’t swop any gear. Most of the very PVP shooters have more or less fixed stats on gear and guns.
I think it would be easy to balance. You get what you get given. Everyone would have the same build choices. No one would 20% of this when someone else only had 10% of that because of RNG who they low levelled clan hoped. If you didn’t like it you just stick to vanilla DZs. After 3 years little tweaks here or there plainly has not worked. Something more radical is needed. Mine is just one suggestion.
The ones who probably will hate this are the ones who need an edge of there extra % or better gear. Equal choice of gear must surely stop balance problems.

I would also like to point out there is not a Nerf in site with this. If a pre built built is found to be to OP to the other pre built builds. Simple fix it’s removed next rotation.
Also the community engagement would be good for example if some of the builds are official forum suggestions, Reddit group suggestions or special guest ones for example. It would be a place where a Meta wouldn’t prosper for months as they would change weekly. Not become a Meta until another title update.
Also can’t see Forum members moaning to much about builds we actually created some of the.
And as mentioned. It’s been a problem for over 3 years because the same type of solutions have been used in the DZs for years. Something different has to be tried.
Plus like I suggested use the PTS as a Proof of Concept and try things out. Devs being more flexible and agile before it’s to late.

The reason I don't think it would work is, in Survival you started everytime with the same bottom tier loot. Next time you played, you started with the same bottom tier loot. Now for real PvP players that farming to get an advantage and then not being able to use it. I think most PvP players in TD, don't want to straight up PvP.
