There should be an option to increase the number of soldiers at the bases, or to have a certain percentage.

I have some ideas.
Like in wildlands when you get spotted the Ai would send in a swarm of enemies and helicopters. In this game they send like one helicopter or two vehicles. Lets change that.
Add back the jammer from wildlands to give us a challenge.
When we are spotted send swarm of enemies including helicopters or drones to make it fun.
When we are destroying convoys make enemies and helicopters chase after us to make it a fun escape
Add a gadget to make us hack drones to take out basses easier.

A pair of somewhat game-breaking AI bugs have been around since launch.
1. All enemies become partially deaf during any level of suspicion. They cannot hear player footsteps or a buddy getting headshotted right behind them.
2. During base-wide yellow suspicion, 90-95% of enemies stop moving completely.
So yeah, it's fairly common to be going up against a team of deaf statues.
Some positive aspects :
Very rarely I saw the enemies hide inside buildings when being snipped. This should be more often. Also when being stormed by choppers.
They throwed grenade and flashbang at me, but also rarely.
When exploding something like a C4 on the other side of the base they give me the opportunity to shoot from the back until one sees that and warn the others.
Now the negative aspects:
Like others already said, they have no tactic.
Enemies rush at player even when there's a mountain of bodies between player and enemies. Even when the player hack the turret or use a car turret /Canon they just rush to the player.
After loosing sight of player they go back to neutral state, even if there's bodies all around, and talk about how Skell have so much money... that's so utopic.
They talk too much, specially when they are alone, they simply talk to the walls or trees. Any normal soldier wouldn't give his position away by talking out loud to be heard 200m away. Player should use thermal Googles, drones, gadgets and skills to check their surroundings and not just follow the voices. This is terribly un-immersive.
There's a patrol every 100 meters (It's just not possible to hire that many soldiers). It's like the game tells me "we put dumb puppets in the engine so you can shoot them and have fun". Not to mention that's hard to land a chopper in immersive gameplay without catching the attention of patrols.
I suggest 75% less patrols or a way to toggle/change values. Maybe some watchtowers along the roads. If the watcher is killed, soon comes a patrol car, instead of a car driving by every minute.

Hello, the autonomous turrets, the power generators could be made to be destroyed only by large caliber weapons, bazookas or c4, it would be much more challenging to destroy a power generator with c4, than to destroy it with a 9mm.
