I started a new agent & I am at level 10. The lowest mission on the map is at level 16. Once I got to 10 is has become near instant death anywhere on
the map. I just downloaded the new update. Any idea why required missions do not match my level? Its no fun getting destroyed a few secs into a mission.
In between the main missions you need to find and do the side missions to get your level up. The mission givers are in the settlements and a few are out in the wild. You can also level up just by tackling the activities (hostages, propaganda broadcasts, etc) and projects.
And side missions.
And no, you really can't under level content as a solo player.
You just can't short circuit through this game. In a group, it is a whole different playstyle. But solo.... especially solo without revive hive.... it has to be taken slowly and played smart. Every game has an intended pace.. maybe you are progressing very quickly and just aiming for main story objectives.. try exploring a bit more and as others have said.. do some side missions.. kill NPCs in the open world along the way...
Early levels you can gain xp quite quickly.
I can't remember..but I am sure you can also enlist the services of a Sheppard. That might give you the pace you want and keep you going..
Or you might consider MM.. (matchmaking)..

I was or still am playing at level 10 one one character. I went back to to my level 30 player to find more offense & defense. I could not get thru the pentagon, not enough fire power for those drone things or whatever they are called. I fell just short a couple of times. Most of my problems stem from the start of this game. I never had a stash & had to rely on
weeding out my inventory. There wasn't an option for one. I finally got one at level 28 as I recall. By then I probably let go of a few that would have helped a lot.
