Background
For unknown reasons Blackout’s records are kept under strict protection by the ARR. But there is one person who does have access to his records that is Six. For most of his high school and College life he studied a mix between business studies and a variety of military courses. In order to make his own private CTU to which he named the Assassination Recon Regiment (ARR). Blackout is highly trained in infiltration, interrogation and investigation. Another thing kept under strict protection not even Six knows. And that is the location of the Main ARR HQ all that has been given to Six is that have bases of operation in most big major countries e.g. America, Japan, England.

Blackout was actually recommended to Six by Caveira after she encountered him during a solo op. After Six approved she asked Jackel to help track him down which did take some time he wasn’t the easiest person track. After they found him he agreed to speak to Six and agreed to join team Rainbow.

Character info - As a kid he has always been noisy and would get him into a lot of trouble. One day when was around 13 he came across some suspicious individuals and he was found out he thought he got away safely but a couple of days later. He found out his parents got killed by the same suspicious individuals and so he swore he would make sure this doesn’t happen to anyone else from the shadows.

Gadget info
The Precision Electronic Tesla Dart (PETD) is an electronic tesla dart fired from a launcher mounted on his right hand. The Launcher itself has a cocking mechanism on the left and small loading hatch on the back with a foldable sight on top. The dart itself is to be fired at doorways and window frames one in each corner. When they land the fins on the back fold open and conduct Electricity between them and doing electrical damage to any defender who would walk into said window and door frames.
Possible ideas – either make them permanent but of course shootable and Blackout would only have enough to trap 3 window or door frames. Or make them self-destruct when one defender gets damaged and have the dart regenerate like lesion and Wamai.
