At curent state Shinobi is the worst character in game. Last nefrs killed him, and he lost most of his identity.
First: range attack, they are so slow so it's just free heavy, but why? It is heavy attack so it should be punished by lights on parry. It's safety cost speed, it shouldnt cost half of shinobi's health. Also let us faint first range attack.
Second: Range gb is only usable in ambush, it's ussless move in direct fight and it's very slow. Buff it, make it uncancelable, is's so slow anyways, most of players can easy dodge it. It can be used as mix up.
Third: His back dodge. Let us have 2 back dodges in a row without rolling and buff range of backdodge after attack, come on he already lost his armor, why have dodge if you cant dodge anyfing with that?
And last: Return his reflecs guard. He's lack of blocking compensated his agility, but most importan it gives him flawor. With each update heros become more and more boring, like they slowly mesh into one "perfectly balances" character.
I agree that Shinobi has nothing on his hands at the moment. No openers, to start with. You have to wait for the enemy to act, and react properly, for which you only have the standard means.
With the game constantly shifting towards a focus on offense over defense, this character is long obsolete and requires a number of changes (I mentioned some in a different post on the topic.)
Even the backflip is gone now, most heroes can punish him with a direct jump attack (including Warden). The standardization of rolls should not have affected it.
His ranged heavies are too slow for how fast most newer heroes' attacks are, combined with the range of those faster attacks increasing. It is hardly possible to hit into an enemy's attack, hard to even be out of range for them and still inside your heavy range.
And to add insult, the Shinobi's attacks are so slow you can guardbreak into his secondary heavy (which is confirmed as the secondary light has no marker) and the Shinobi cannot counter it. Even the light attacks, which Ubisoft must believe to be his opener, are easily parried at their speed, looking at how the heavies are too slow not to feint your false parry if you falsely parried for a light.
The dodge attack is slow enough to hit into it with a light attack to gain free damage and cancel his followups.
As mentioned I named changes that would help him in different posts, though the list needs to grow far longer for him to be viable again without a severe skill difference in his favour. In his current state, he's found deep down in the trash can, and you'd only ever play him for the challenge.
But winning's not really in there for him. Even the bot Shinobi loses to practically all other bots.

Shinobi is so unplayable.
Dodge attacks, unblockables and hyper armor are all over the freaking place with a lot of heroes but Shinobi as nothing.
At this point just revert the nerfs except for the long backflip?
Perhaps Shinobi's 2nd heavy attack also should be an unblockable attack and it should have better tracking. So many time people sidestep to dodge shinobi's second kick but still misses the heavy attack.

Also turning his second heavy in to a unblockable with better tracking would be pretty stupid in my opinion.
He already has high base dmg and that just cause that you eat way to much dmg for one mistake. (Not to mention you keep your enemy in CC which means your teammate can land there stuff)
Yes I am aware he had that. Something a lot of other heroes have too these days.
Not to even start about heroes having a forward attack with the range of their spawn to the enemy spawn to secure kills.
But Shinobi had nothing.
With his nerfs they made the character a piece of mess.
Even the winrate in games modes showed that on the For Honor warriors den stream.
