Enemies taking more than 1 headshot to die.

Has anyone else noticed that enemies at range are taking more than one headshot to die? I had one enemy take three headshots and still not die. I know this to be true as only his head was visible and the bullet hit him every time using my 416 DMR.
Bullet sponges have no place in a Ghost Recon game anyway but we are allowing it more and more as time goes by because of the futility of arguing this point to the non coherent devs.

Wow. This is a new one. I suppose this is a dumb question, but how can you be sure you hit the head every time? Or did you kill him on the first shot, but he wasn’t obviously going into the death animation before your follow-up rounds hit?

He was hiding behind a boat and he was peaking over the top thus only showing his head. When a round hit him he flinched plus you could hear that the round had hit him.
I tried various other enemies too at just over 200m and most took two headshots to kill.
My son who also plays the game was watching next to me and confirmed to me that I did in fact hit them in the head as I do wear glasses so I did start to doubt my own skill.
