How Cassie works

Cassie is a gun runner vendor that moves location periodically and she is tied to Jared "The Snitch" Nash. In order to reveal her location, you need to find the snitch and talk to him. He will give you a bounty and Cassie's location will be revealed on the map. You can choose to do the bounty or you can save it for later, it is not a requirement to access Cassie.
The snitch has a pretty high spawn rate and his location is random for everyone. Usually, you only need to check one or two spots to find him. Very rarely you will need to check 4 or 5, or more.
Cassie opens for 24 hours and then closes for 32 hours. She will move to a different location before she opens again, even if you still have her icon on the map from when she was open. When she opens again, the icon will disappear and you will need to find the snitch again.

How her timer works

The timer on the map is the source of all the confusion and frustration from agents. Why? The UI has two components: the actual timer and the text on the UI. They are currently pointing to two different things.
- The timer always counts down to when she will be open next, regardless of if she is open or closed. It always counts down to 56 hours (24+32).
- The text on the timer will say "vendor opens in" if she is closed, and "vendor closes in" when she is open.
I'm sure you can see where the issue is now. For example, she opened today Saturday 23rd at 11am EST and going by her open/closed cycle, which I have confirmed each time this week, she will remain open until Sunday 24th 11am EST since she is always open for 24 hours and will close/move for 32 hours.
Knowing this, the timer right now should say "vendor closes in" in 00:23:00:00 since 1 hour has passed since she opened. However, the timer is counting down to Monday 25th 7pm EST as it always counts down to her next open/available window. If you don't know when she opened, you don't have a way to know how much time you have before she closes.
How to fix it and clear all the confusion

I have confirmed that her 24 hours open, 32 hours closed cycle is working as intended. I did it by not following the timer but what the developer mentioned in that interview. I can confirm she opens for 24 hours and closes for 32 hours, regardless of what the timer says.
I'm not mentioning the actual cycle since that's what the developers intended for her. I just want her timer and UI to be as clear as possible. In my opinion, this could be fixed or changed in two ways. Change the text or change the timer.
However, if you change the text, the timer will remain counting down to every open window. Agents won't know when she will close and will still be frustrated or confused when they go visit her and she is closed, which happens often going by all the posts and comments on our discord and this subreddit.
The easiest thing to do would be to change the timer and keep the current text. When she is open, count down to 24 hours, at which point she will close. When she is closed, count down to 32 hours, which is when she will open again.
By doing the second suggestion, the text will actually match her cycle, as "opens in" when she is closed and "closes in" when she is open makes total sense for anyone. If you see the latter when you find the snitch, you can expect her to be open. If it's the former, you will know that she is currently closed and you can know with certainty when you can visit her again.

Most of you know my weekly vendor reset site. the resources section has has a map I made with more than 30 locations to find the snitch. Everyone has their favorite locations to check but the map can help you check several others if you can't find him.
As part of The Division Community Discord resources, we have a site that displays timers for all the game's activities in your current local time. It has weekly vendor reset, Cassie cycles, weekly projects, daily projects, raid reset and more. Its timer for Cassie is off by a 2 or 3 hours at the moment (shows closed if you see it right now) but we are working on it to display her cycles accurately. As explained in my post, this behavior is correct. If you have her icon on the map but she is closed, consider it her last known location since she closed and on the move. See my reply to YodaMan above in this comment. That happening is correct since her icon needs to be on the map for players to see the timer and wether she is open or closed. What happens is what I explained on this post, you got her icon but she was closed. When the time for her to open is due, her icon will disappear since she will be at a new location. You need to find the snitch to get her new location every time she opens. It doesn't matter if you had her icon and she was closed. For me, it's not an issue of understanding how it all works. I get everything the op has said and I knew it all already.
My issue is that, in its current form, it's awkward to actually buy something off her. I never seem to be on playing while she's actually selling something. Like we're talking since before TU5, I haven't found Cassie on selling something.
It's not like I'm trying everytime I play. I haven't been chasing her since TU5. But everytime I've tried, she hasn't been selling anything. Which is annoying.
It's because shes away more than she's actually there. It just more time gating, which I think players have been quite vocal about not wanting in the game . .
