As you've mentioned issues with the Uplay installation, have you performed a reinstallation of Uplay PC at any time yet? If not, please do so after backing up your cache folder within the Ubisoft Game Launcher directory (see below):
C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache\
