The reason I say that is because of the way his headset works compared to all the other heavies bash moves. Jormungander and vortiger remain mostly un-punishable for a bash that they can infinitely loop but then warlord gets wrecked for doing a 2 move combo.
I think he needs faster recovery on his headbutt

Just picked up Warlord after playing nothing but assassins and in my opinion... he's a beast. He has a counter to just about everything and I love how his hyperarmor works. I think the major issue is that Jorms and Vortigers and any bash hero's for that point should be punishable for spamming bashes. His full block still needs work and his crashing charge mix up should be doable while locked on in some fashion. Also giving him better flow into full block via canceling attack recoveries would be good for him.
His headbutt is fine though. Was buffed not too long ago that you can't easily early dodge it and if you do manage that you don't get a GB now. And due to the buffs he's gotten recently with faster recoveries on hits or blocks he has frame advantage for headbutt. Meaning not punishable IIRC.
