It was working fine for me using the method you just described, but it's just not working at all since the patch. I thought that I had just been timing it wrong, so I attempted to jump from the usual spot that I've had no problems base jumping before, and it simply will not work.

I just did it last night multiple times. It does seem that the game is more picky about you being in exactly the right spot though, since the update.

I also died as a result of a base-jump fail. I also noticed that I was unable to deploy the drone. I assume both issues were related due to the length of my game session so I restarted my XBOX.

The restart fixed the "drone not deploying" issue, I didn't try a base jump post-restart.
