Why does hl still have 600ms light's?
They are out dated and an absolute joke to parry ,I dont know why hl has to be the only one who was not given 500ms neutral lights when every body else has now
Its not fun when my opponents allways stand in my face turtling knowing i cant throw out any attack from neutral without risking giving them a huge punish as well as allways rolling away from any unblockable thus destroying any limited ability to actively engage an opponent.
*Backing away in turtling in Of stance and waiting to get a dodge kick punish is not a very inspired or fun play style and getting distance is not even possible against a smart opponent anyway
Hl really needs up to date 500ms lights in neutral stance in Order to function in this faster meta
*A quicker exit from OF in order to in order to allow easier use of crushing counters and trading with neutral heavies.
*A celtic curse thats feintable thats slightly faster with alot more forward momentum to help force an engagement against passive opponents and parhaps an undodgable property or is that too much?
*Enhanced neutral lights too if I'm not asking too much?
*500ms chained light(why is a 700 ms light still a thing?)
* Much Earlier hyper armour on all heavies if they are to stay that slow to encourage use
*His zone and sprint attacks are pretty much memes should I even bother making point on it? There should be no dead pieces of kit period
*while we are at it why not a health buff? He is a jacked dude afterall!
* Faster sprint ? A claymour is only 2.2/2.4 kg for goodness sakes he shouldnt be slow as brotha goki!

Yeah he needs some help . Once you learn how to fight him he's very limited. As rep 60 Orochi I used to get DESTROYED by Highlanders with the Kick / Caber and then I learned to just get right in his face and keep him out of Offensive Stance and there's really nothing he can do. His lights are 100% deflects every single time. Yeah he needs help. Rather than speeding up the lights (which i always hate) I think a good buff would be to give him a very quick bash that he can use to create space to get into offensive stance . When he can get in Offensive he's a beast but its very easy to keep him out of it by crowding him. A bash would help. Even if they speed up his lights the animations are so obvious that it would still be an easy Parry/ Deflect. Also he really doesn't have an attack to bait out parrys . Making Celtic Curse Feintable would be nice too.
Really this is all that needs to be done to Highlander as a starter before "reinventing the wheel"; take his DF kit in a step towards the faster "standardized" moves the rest of the cast now has.
1.) Speed DF light to 500ms, 2nd to 600ms. Literally the only use for DF light currently is a revenge auto-parry punish, or to smack a banner out of someone carrying one, or to backstep and whiff one to enter OF. That's like, not functioning as any form of offense you dig?
2.) Make HA 100ms faster to 600ms. (currently it is 700ms) This is JJ's HA timing and it still works well for situational trading purposes. 600ms is not "too safe" and can be poked, but it works situationally and would be fine for HIghlander. The game has sped up while the devs standardize so many move timings, so it's time to speed some of this stuff up (HA) for HIghlander so it remains functional.
3.) Celtric curse feintable, more travel momentum. This is just bread and butter stuff that would at least open up some vanilla options for DF gameplay. I'd even say knock down the damage to 20 or 18 in return.
DONE!
The other suggestions in the OP would be too much IMO. Celtic undodgable? No way. Enhanced lights? No way. His health is fine, he's a glass cannon.
Just nudge his DF kit to being something actually functional in a bland and vanilla way, and you'll see a hella lot less of a turtling Highlander methinks.
I enjoyed my brief stint on Highlander, but after learning him I totally understand what makes him unviable and moved on. Would love to start picking him again for matches every so often if we saw some minor buffs to his DF kit specifically so he isn't such a turtle and slave to OF. Honestly a little would go a long way IMO.

It has HA at 200ms and can ledge. A 500ms light chain with those properties would be too OP. Just suggesting Highlander takes "baby steps" into adjustments because he is in an awkward spot where any given buff/nerf could take him into overpowered or complete crap depending. I don't like to see any character OP so the chain light is there for tactical use (not used alot in other words.) The quicker opening light gives more usefulness on general principle for the current speed of the game, and lets not forget landed ones would open up more opportunities to quck enter OF upclose. I'd take these small buffs and see where that takes him before doing ANYTHING drastic. Kinda like what they've been doing with Valk. Just attack aggressively and don't give him space and he's useless. Way too slow, HA kicks in way too late to ever be useful.

He can still be shut down by most of the cast just by being aggressive and not leaving any space for him to get into OS.
He definitely needs some love, 500 ms lights like nearly everyone else, is a start.
