OKAY, so personally my issue weren't related to the launcher it self. The one to blame was "surprisingly enough" Windows
I found that there were some additional updates under my operating system which I just check marked
My fix:
Go to: Settings -> Update & Security -> Windows update
I had already updated to the latest version, however below the "check for updates" (the red box I have drawn here: http://prntscr.com/10isbi0 ) I had the option to update additional drivers which I did and that fixed it.
I hope this will be useful to other people encountering the same issue if not good luck finding your solution.
an update for my solution so apparently my problem with the launcher is back. however i did find out what was actually causing the issue.
this is really weird but i found that having my ps5 controller plugged in while opening ubisoft connect is causing the issue. before i unplugged my ps5 controller at the same time as i updated windows and restarted. so i thought it was windows being outdated which was causing the problem. i would have never thought that having my controller connected to the pc would be the problem, but apparently thats the case for me. maybe other devices might cause similar problems so try unplug them if so.
well thats it disregard what i previously said this seems to be the real FIX but its probably still better to keep your OS up to date

Neither Epic, Steam, Origin or Battlenet had those kind of issues. The Ps5 had its release nearly a year ago. And I fixed the problem today...
