There's been a lot of rumours lately about the developers not reworking Shinobi in future, or at least that after the last rework test on Warden, Peacekeeper, Nobushi and Shugoki... it seems they're content to ignore the current in-game state of the hero.
I don't want to believe any of this personally, as it does seem difficult to think they'd stop caring after all this time and effort. I'm sure they've got plans for current heroes in future, even though it's going to take a considerably long time before anything of the sort comes out.
But even then, what if the original For Honor developers are no longer around? Ubisoft has received a lot of controversy over the years due to legal issues with higher management. People werr getting sacked for abusing staff and such, apparently. I do hope that the team for For Honor hasn't been affected by this.

Ok check this little thing out.
His heavy out of roll are unblockable, have better tracking and you can dodge as a soft feint.
Heavy to get into sickle rain would be unblockable.
You give everyone an unblockable and it’s fair.
Have the deflect have the following options.
Light - Bleed
Guard break - Kick
Heavy - unblockable side heavy that leads to sickle rain
Have his deflect window much much higher.
This would lead to a much more fulfilling hero. More deflects = More fun
Feinting those unblockable heavies to go for deflects to get more unblockable heavies would be totes ma goats.
Honestly I would settle for shinobi getting some unbloackable pressure and being able to target swap after a ranged heavy.
For some reason, all follow up attacks are directed at the opponent that received your ranged heavy. Shinobi should be more mobile, being able to range heavy one opponent, dash in or backflip kick or sickle rain on another opponent.
This will also help him to maintain distance and use deflects better.
