Yes it was announced to be unlocked with a maintenance the other day.

Anyone else logged in to find multicam unlocked in their gear dye options?

Yes. 4 Multicam veriants was unlocked 5th of November. Was unlocked: Multicam, Desert Multicam, Tropic Multicam and Black Multicam.

Alpine Multicam wasn't unlocked because it can be already found in chest located in port of Fen Bog area.
